yes they seem to be inconsistent there. jk never wrote about clothes staying behind. I imagine they sort of...exist in a pocket dimension. if that makes any sense. I don't know how to describe it. wands seem to do that too. but of course they messed it up in the movie Rolling Eyes

I saw it the same way in the books. Of course, the way that the movie does it doesn't bother me half as much as other mishaps. It's one of those things that I just shrug off.

I like the answer you gave above... It's magic! A lot does have to do with suspension of disbelief, but more importantly, it's a freakin fantasy book with witches and goblins and stuff... it's magic!

Makes a bit of sense, actually. We know Animagi can transform their clothes with them. Hence they untransform fully clothed, presumably to the same state as before their previous transformation -- we see McGonagall and Sirius doing this at least twice each. We may assume that small contents of clothes also transform, e.g. watches, pens, coins, keys, and so on.

Pettigrew may have stayed in Scabbers form for twelve years straight, as a way of hiding from the Ministry (and later, from Voldemort's followers). If so, then when Lupin and Sirius force him back to Pettigrew, he's wearing the same clothes he was wearing in the alley twelve years ago. Even if we hypothesize that he changed back to Pettigrew every once in a while, he probably did it at his leisure, so he'd go back to rat form fully clothed. Clothes in, clothes out.

Now, postulate that it takes a bit of extra effort to transform your clothes and such, and that you could save half a second by leaving them behind. The next time he transformed, he was in a hurry, yes? Very Happy His empty clothes might also distract any pursuers for another second or two. That's two good reasons to leave them behind.

I like the idea that Wormtail returned to Voldemort starkers. A small humiliation for a person who chose a path filled with them.

Off topic: Where did Voldemort's new baby body come from? It sounds rather like he hatched out of a giant snake egg, hence he looks somewhat snake-like himself. Shudder.
