In the end of OoTF Dumbledore tell's Harry that he put a spell on him that make's it so that as long as he is near his mother's blood he can't be harmed. But harry has his mothers blood so

1) He shouldnt be able to be hurt at because he has his mothers blood
2) Voldamort has harrys blood so Harry should'nt be able to be hurt near Voldamort

But now that Voldemort has Harry's blood, they're on level playing field. It sort of negates the Charm Harry's mother inadvertantly left behind.

i doubt it. why would dumbledore continue sending harry to privet drive?

voldemort doesnt have the complete protection of harry.

Lily's mother's sacrifice for child reflected one Avada curse. Thereafter, it filled Harry's body with a mother's love charm, which protected against Voldemort's touch and possession (by causing Voldemort/Quirrell to feel agony when they tried it).

It apparently doesn't protect Harry against any further spells by Voldemort. OTOH, the can't-hold-a-wand problem impeded Voldemort for 3.9 books, and then the twin-cores problem befuddled him for another 3 books. (Then he never solved the Elder Wand problem. Ironically, it seems that Voldemort only ever affected Harry with three spells in the entire series, all in their duel at the end of Goblet: two brief Cruciati, and an Imperius that Harry quickly broke. Every other spell he launched in Harry's direction bounced, missed, fizzled, or did something weird!)

Dumbledore evoked a more powerful spell on top of Lily's mother's sacrifice, which we might call child's haven at home. So long as Harry was underage, and lived in the home of a blood relative, then the haven charm must have had these effects:
  • The Dursley's house itself, and the volume of space inside it, was sacrosanct. Voldemort (and anybody with a Dark Mark?) absolutely could not enter.
  • It seems likely that they could not cast any spells into it. They never tried (but see below).
  • It's almost certain that none of their magic would persist if carried or brought into the house. Hence, they couldn't just curse a brick bomb and toss it through the window, nor Imperius the milkman and give him a Muggle gun, nor intercept an owl and dust its letter with anthrax. Recall that in sixteen years, they only tried one attack-by-proxy, by sending two dementors, and only in a neighborhood alley, not in the house itself.
  • It may even have acted as a partial Fidelius to magically obscure the exact location of the Dursley's house, possibly with mother's sacrifice instead of a Secret-Keeper. We know from the ambush at the start of DH that the Death Eaters knew roughly which neighborhood the Dursley's house was in, and they surely knew its street address from their Ministry moles, but they seem to have been unable to see it. Otherwise, you'd figure two Death Eaters would have moved in across the street already.

In DH, the Ministry's charm-and-shield "technology" around the Tonks's house was strong enough to cause the flyng Voldemort to go splat and bounce off, allowing Hagrid and Harry to escape. Dumbledore's haven charm was probably much stronger than that. In Dumbledore's words, Voldemort could never touch Harry inside the Dursley's house.

Voldemort only leeched a shallow part of the mother's love charm from Harry's blood, which negated the agony of physically touching Harry. He didn't get the deeper relief from agony of posssession (presumably because mother's love filled Harry's soul, and Wormtail's knife was not up to that task). He also didn't get any of Dumbledore's haven charm -- but it's irrelevant in any case, since Voldemort was already of age, wasn't living in a "home" of his blood kin, and Harry was never trying to kill Voldemort in Voldemort's home. (Picture Voldemort wearing a bathrobe, shower cap, and bunny slippers, trembling at the sound of footsteps in the attic ...)

As for being able to hit each other with spells, they could both do that already, so there was no imbalance that needed leveling out. It's outside the scope of the mother's charm.
